The Health and Safety Executive (HSE) has opened a public consultation on proposals aimed at improving the application of the Control of Asbestos Regulations and the accompanying guidance on asbestos management.
What the consultation covers
The consultation invites views on three key proposals:
• Strengthening independence and impartiality in the four-stage clearance process following asbestos removal, to further minimise the risk of exposure.
• Enhancing standards for asbestos surveys so that dutyholders receive clearer and more reliable information to manage asbestos risks.
• Clarifying which types of asbestos work fall under Notifiable Non-Licensed Work (NNLW).
The consultation is likely to be of particular interest to dutyholders, asbestos analysts, removal contractors, surveyors, and professionals working in facilities management and construction.
Rick Brunt, Director of Engagement and Policy at HSE, commented: “Asbestos continues to be a significant risk to workers in Great Britain. While we have made considerable progress in managing asbestos risks, these proposals represent an important step towards further strengthening protections for workers and the public.”
The Minister for Social Security and Disability, Sir Stephen Timms, highlighted that asbestos exposure still causes more than 5,000 work-related deaths in the UK each year, making it the country’s leading cause of occupational fatalities. He added that the consultation seeks to refine existing regulations to improve protection for both workers and the general public.

For those who own, manage, or maintain buildings built before 2000, the consultation serves as a reminder that asbestos management remains a critical compliance responsibility.
Anyone involved in commissioning or carrying out asbestos surveys, or participating in construction and renovation work, may find it useful to review the proposals.
